Usaha ke arah pendemokrasian dan pilihan raya yang matang, adil serta saksama merupakan perkara yang perlu diberi tumpuan bagi memacu kemajuan pembangunan sosial dan politik seseuai dengan perubahan zaman. Di Malaysia, pilihan raya boleh dianggap sebagai kemuncak pendemokrasian. Maka Rang Undang-Undang (RUU) Perkara 119 Pindaan 2019 menjadi manifestasi misi besar proses pendemokrasian dengan menurunkan had umur kelayakan mengundi dan bertanding daripada 21 ke 18 tahun. Namun begitu, persoalan berkaitan maklumat dan data empirikal berkaitan perkara ini masih belum ditemukan. Artikel ini bertujuan melihat literatur-literatur berkaitan pengetahuan belia yang berumur 13 hingga 17 tahun terhadap kontruk-konstruk demokrasi. Ini bagi membolehkan pihak yang berwajib mengambil cakna agar demokrasi dan pilihan raya dapat dimanfaatkan oleh kumpulan yang terkesan ini. Analisa dokumen sekunder melalui kajian kepustakaan dan sorotan literatur bersistematik digunapakai bagi mendapatkan maklumat. Hasil artikel diharap dapat memberi input terhadap program dan dasar pihak berkepentingan dan kerajaan terhadap Undi 18.
